CASE STUDY – AFFORDABLE HOUSING, BRONX
Services:
IGP, acting as Owner’s Representative to this Bronx multifamily affordable housing cooperative, overseen by New York State Homes and Community Renewal (NYS-HCR), to prioritize critical energy efficiency projects, including new high-pressure steam boilers to replace three 1949 boilers, a fuel conversion, cogeneration (combined heat & power or CHP), heating distribution upgrades, and other renewable and strategic energy efficiency projects shown below. We guided the Board to a decision to execute four important pre-construction energy efficiency and engineering projects to enhance the value of the property, reduce operating costs, improve tenant comfort and bring the cooperative into a future of energy efficiency and sustainability, while remaining affordable for New York City’s families.
IGP developed a campus-wide approach to reducing carbon emissions with incentives from NYSERDA’s Multifamily Performance Program for Existing Affordable Housing. IGP worked with the Board and NYS HCR to approve one of their first Design/Build contracts for affordable housing in New York City.

Projects:
IGP helped the Board to select several energy and design engineering firms through a competitive bidding process to provide services, including:
Boiler Replacement and Targeted CHP Feasibility Study,

- Design/Build Contract for New Boilers and Cogeneration Plant,
- Owner’s Engineer to oversee the Design/Build Contract, and
- NYSERDA Comprehensive Option for Affordable Housing Program Multifamily Partner Provider Services to make recommendations developed by IGP for projects including:
- a facility-wide LED lighting upgrade,
- heating distribution upgrade,
- Boiler Management System digitally available,
- tenant sub-metering,
- Solar PV and battery storage, and
- geothermal feasibility study
Major Project Upgrades Completed:
- Investment Grade Energy Audit (IGEA)
- Replaced three (3) 427 BHP boilers with two (2) 600 BHP boilers including boiler plant auxillary systems
- One (1) 152-kW CHP plant with reciprocating engine
- Boiler plant controls upgrade and installation of stack economizers
